Uranus works on a longer clock than Venus-ruled Libra is used to. Whatever this is, it will not resolve on Libra's preferred timeline. Upright, nothing has started yet, and that is the actual content of the card rather than a delay in it.
When reading about yourself through a Libra lens, the Fool card says that you feel like you are a collection of versions that other people have seen in you, a thing that must stay balanced or it will tip into being unlikeable, and something you do not fully trust without external confirmation. This has either kept you from knowing what you actually like, or forced you to become very clear about who you are precisely by refusing to be a mirror anymore. You have been so focused on who you think you should be that you haven't checked in with who you actually are. The Libra blind spot in it is being the one who breaks the tie, names the problem, or asks for something first.
In practice that can look like something you cannot un-see about yourself, or a season ending. Whatever form it takes, it has not started, which is the whole point of it.
Take a leap of faith to start something new and exciting. The past guides us through our inner voice and tells us to find a balance between the known and unknown. Remember, anxiety and excitement can feel the same in the body. Remain open to new experiences and trust in your own wild heart.
