Venus rules Taurus, so this card is not describing an outside force. It is describing Taurus to itself, which is why there is no distance in it. Upright, this is happening out in the visible world, where other people can see it and respond to it.
When reading about relationships through a Taurus lens, the Lovers card says that you feel like your partner is a life you tend carefully, a person whose patterns you have memorized, and someone who should want the same future you do. This has either meant staying in something comfortable that stopped being kind, or building something so solid with someone that both of you know what the next ten years will hold.
