"Partnership isn't the question. What you do next is."
Six quick picks first, then your reading
Cups represent emotions, love, and feelings. The two of cups is about a connection that already feels steady, coming into a new age of emotional connection and balance.
The feelings are mutual, you are on the same page and you are making prolonged eye contact. In love and romance this is a steamy card about connecting with another person on a deep level, but it can be a partnership outside of the romantic
Something is off balance in a key relationship. Some ruptures can be healed, but pay attention as this card is a sign that a breakup or ending might be what's needed in the long term.

Two of Cups for Scorpio in Work and Career
The Transformer
Cups are the water suit, so the Two of Cups sits in Scorpio. That makes this Scorpio's own card, so nothing in it is being read from the outside, and the flattering interpretation is the one to distrust. What it asks for is the thing Scorpio already believes it is good at: say the feeling to the person it is about. Upright, the second thing has actually arrived and the negotiation between them is live.
When reading about work through a Scorpio lens, the Two of Cups says that you feel like work is where you need to know the financial truth before anyone else does, a problem to solve (or a power to hold), and something you will not announce until you are certain. This has either led to you becoming the person who understands the money and the leverage, or to you refusing to enter the room where decisions are made. You have not asked yourself what you actually want from this work, only what you think you should want from it. The Scorpio blind spot in it is the feeling of being fooled, or of being seen as naive, or of depending on someone who will leave.
In practice that can look like work that finally feels like it means something. Whatever form it takes, it is becoming a two person situation.
