Cups are the water suit, so the Nine of Cups sits in Cancer. Cancer and Sagittarius are quincunx, two signs with nothing in common: no shared element, mode, or polarity. This card will not slot neatly into how Sagittarius already operates. What it wants is this: say the feeling to the person it is about. It has to be done deliberately or it will not happen. Upright, it is nearly finished, and the last stretch of it is mostly solitary.
When reading about money through a Sagittarius lens, the Nine of Cups says that you feel like money is the fuel for the next adventure, something you earn and spend in cycles, and less important than the freedom it temporarily buys.
