Cups are the water suit, so the Page of Cups sits in Scorpio. That makes this Scorpio's own card, so nothing in it is being read from the outside, and the flattering interpretation is the one to distrust. What it asks for is the thing Scorpio already believes it is good at: say the feeling to the person it is about. Upright, this is someone at the start of the element: sincere, curious, not yet any good at it.
