"Harmony isn't the question. What you do next is."
Six quick picks first, then your reading
A true harmonous card; the deeper sense of fulfillment that comes from emotional wellbeing. Your family is aligned, your relationships are balanced, and your journey has led to prosperity.
Things are good-- the ups and downs of life are present but you can handle them with ease and love and the help of the family you've built for yourself. Romantically your focus should be finding and loving people who feel nurturing and secure. Nest, create memories, find joy in the moment. If there's someone important in your life (a parent, sibling, friend) that you feel distanced from, a chance for reconciliation might be near.
There's dysfunction blocking you from true emotional fulfillment. Perhaps a conflict with a parent or partner (someone that was supposed to make you feel at home) that seems unresolvable or emotionally painful. The reversed ten of cups lets us know that an opportunity to reconcile is coming up, but make sure to make a plan to care for yourself emotionally before jumping in head first on repairing

Ten of Cups for Libra in Self and Identity
The Harmonizer
Cups are the water suit, so the Ten of Cups sits in Cancer. Cancer squares Libra, so the card asks for the move Libra is least fluent in: say the feeling to the person it is about. The friction is the content, not an obstacle to it. Upright, it is complete, which is not automatically the same as good.
When reading about yourself through a Libra lens, the Ten of Cups says that you feel like you are a collection of versions that other people have seen in you, a thing that must stay balanced or it will tip into being unlikeable, and something you do not fully trust without external confirmation. This has either kept you from knowing what you actually like, or forced you to become very clear about who you are precisely by refusing to be a mirror anymore. You have been so focused on who you think you should be that you haven't checked in with who you actually are. The Libra blind spot in it is being the one who breaks the tie, names the problem, or asks for something first.
In practice that can look like a feeling arriving late. Whatever form it takes, it is completing, possibly past the point it was useful.
