"Partnership isn't the question. What you do next is."
Six quick picks first, then your reading
Cups represent emotions, love, and feelings. The two of cups is about a connection that already feels steady, coming into a new age of emotional connection and balance.
The feelings are mutual, you are on the same page and you are making prolonged eye contact. In love and romance this is a steamy card about connecting with another person on a deep level, but it can be a partnership outside of the romantic
Something is off balance in a key relationship. Some ruptures can be healed, but pay attention as this card is a sign that a breakup or ending might be what's needed in the long term.

Two of Cups for Libra in Money and Wealth
The Harmonizer
Cups are the water suit, so the Two of Cups sits in Cancer. Cancer squares Libra, so the card asks for the move Libra is least fluent in: say the feeling to the person it is about. The friction is the content, not an obstacle to it. Upright, the second thing has actually arrived and the negotiation between them is live.
When reading about money through a Libra lens, the Two of Cups says that you feel like money is something to split evenly so no one feels short, a way to keep yourself in good standing with people you care about, and something too uncomfortable to discuss directly so you hint and hope. This has either led you to give away more than you can afford and resent it quietly, or to finally name a price and discover that the people worth keeping will actually pay it. You have not looked at your full financial picture all at once, and the not-looking costs more than the looking would. The Libra blind spot in it is being the one who breaks the tie, names the problem, or asks for something first.
In practice that can look like spending on someone you love. Whatever form it takes, it is becoming a two person situation.
