Upright, the second thing has actually arrived and the negotiation between them is live.
When reading about what comes next through a Libra lens, the Two of Wands says that you feel like the future is something you will know once everyone else has decided, a choice that requires seeing all options before you can pick one, and something that feels risky if you commit before checking that it is also what they want.
