Uranus rules Aquarius, so this card is not describing an outside force. It is describing Aquarius to itself, which is why there is no distance in it. Upright, nothing has started yet, and that is the actual content of the card rather than a delay in it.
When reading about health through a Aquarius lens, the Fool card says that you feel like your body is a thing that happens to you, a system you monitor from outside (or ignore completely), and something that needs things from you at the worst possible times. This has either taught you hard lessons about what happens when you wait too long, or you are still waiting. The body has been sending the same signal for months and nobody has bothered to listen. The Aquarius blind spot in it is being ordinary, or worse, being needed in a way that pins them down.
In practice that can look like the body making the decision for you, or a genuine reset. Whatever form it takes, it has not started, which is the whole point of it.
