Uranus rules Aquarius, so this card is not describing an outside force. It is describing Aquarius to itself, which is why there is no distance in it. Upright, nothing has started yet, and that is the actual content of the card rather than a delay in it.
When reading about relationships through a Aquarius lens, the Fool card says that you feel like partnership is a thought experiment that demands your presence, a daily negotiation of needs (or boredom), and a place where your distance feels safer than your closeness. This has either meant you found someone who loves you from a distance too, or you are alone in a way that feels like a choice. The thing you're not saying out loud is the thing that matters most.
