Jupiter rules Sagittarius, so this card is not describing an outside force. It is describing Sagittarius to itself, which is why there is no distance in it. Upright, this is happening out in the visible world, where other people can see it and respond to it.
When reading about relationships through a Sagittarius lens, the Hierophant card says that you feel like your partner is the person who understands the vision, someone who will not ask you to stay smaller, and a test of whether you can commit to anything at all. This has either led you to find someone who grows alongside you or to have left good people because they wanted you to actually be there.
