Moon is a luminary and Scorpio runs on Pluto, so this card lights something up rather than fixing it. It is asking to be seen before it is solved. Upright, this is happening out in the visible world, where other people can see it and respond to it.
When reading about what comes next through a Scorpio lens, the High Priestess card says that you feel like what you want is too important to say aloud, because speaking it makes it vulnerable (or makes it real), and something you will build in the dark and reveal only when it is already solid. This has either led to you achieving things quietly and completely, or to you never quite starting because the risk of being seen wanting something feels unbearable.
