Venus rules Libra, so this card is not describing an outside force. It is describing Libra to itself, which is why there is no distance in it. Upright, this is happening out in the visible world, where other people can see it and respond to it.
When reading about what comes next through a Libra lens, the Lovers card says that you feel like the future is something you will know once everyone else has decided, a choice that requires seeing all options before you can pick one, and something that feels risky if you commit before checking that it is also what they want. This has either left you waiting for a future that never quite arrives, or forced you to build one without permission and discovered it was actually the one you wanted all along.
