Venus rules Libra, so this card is not describing an outside force. It is describing Libra to itself, which is why there is no distance in it. Upright, this is happening out in the visible world, where other people can see it and respond to it.
When reading about work through a Libra lens, the Lovers card says that you feel like work is a place to prove you can hold everyone's needs at once, a problem to solve without anyone feeling sidelined, and something that must look effortless even when it exhausts you. This has either led to you becoming the person everyone relies on and never quite gets to rely on in return, or to you quietly building something on your own terms while everyone else thought you were still deciding.
