Venus rules Libra, so this card is not describing an outside force. It is describing Libra to itself, which is why there is no distance in it. Upright, this is happening out in the visible world, where other people can see it and respond to it.
When reading about yourself through a Libra lens, the Lovers card says that you feel like you are a collection of versions that other people have seen in you, a thing that must stay balanced or it will tip into being unlikeable, and something you do not fully trust without external confirmation.
