Pluto rules Scorpio, so this card is not describing an outside force. It is describing Scorpio to itself, which is why there is no distance in it. Upright, this has turned inward, to the place where the outer tools stop working.
When reading about what comes next through a Scorpio lens, the Death says that you feel like what you want is too important to say aloud, because speaking it makes it vulnerable (or makes it real), and something you will build in the dark and reveal only when it is already solid.
