Pluto works on a longer clock than Mercury-ruled Virgo is used to. Whatever this is, it will not resolve on Virgo's preferred timeline. Upright, this has turned inward, to the place where the outer tools stop working.

This has either led to you being genuinely prepared, or to you waiting so long for certainty that opportunities pass.
