Moon is a luminary and Libra runs on Venus, so this card lights something up rather than fixing it. It is asking to be seen before it is solved. Upright, this is happening out in the visible world, where other people can see it and respond to it.
When reading about relationships through a Libra lens, the High Priestess card says that you feel like your person is a mirror you keep checking to make sure you are still acceptable, a scale where you measure whether you are giving exactly as much as you receive, and something that requires constant small negotiations to keep level. This has either made you a devoted partner who forgets to ask for what they need, or made you someone who can love very deeply precisely because you stopped waiting for permission to have preferences. The thing you're not saying out loud is the thing that matters most. The Libra blind spot in it is being the one who breaks the tie, names the problem, or asks for something first.
