The Hierophant for Libra
The Harmonizer
Libra is an Air cardinal sign ruled by Venus, whose natural subject is partnership, contracts, the other person, open enemies. Jupiter sits outside Libra's usual Venus register, so this one arrives as unfamiliar weather. Libra is cardinal: it starts things, and this is a card about starting, so the danger is starting again instead of continuing. Upright, this is happening out in the visible world, where other people can see it and respond to it.
